I am also having this issue. Taking the SIM card out solves the problem, however even when inserting a brand new SIM the problem returns, the "IMS service keeps stopping" notification keeps appearing and the phone is basically unusable.
I have followed all potential fixes, full factory reset etc and the issue does not get fixed.
This is reduclous that a problem so bad would occur in the first place but to have no response from Samsung is even worse.
Same fu*king problem. I've wasted a weekend trying to downgrade rom, root, brick, unbrick, ... to get rid of this, but no!
Samsung just lost a long time customer. I am switching to something else tomorrow morning.
My partner and I bought US Unlocked S9+ phones in the US before moving to Australia. Worked fine for the last 2 months and now, after she downloaded the August update (SH7) she gets the "IMS Keeps Stopping" notification and her phone is incredibly laggy and unresponsive. I have yet to update and mine works fine.
One noticeable change is that her toggle option for Voice Over LTE is gone. If it helps, I read that a couple of years ago this same issue happened with Optus users who had unlocked phones. Turning on VOLTE was the solution at the time. Maybe it's just automatically on now and Samsung decided they didn't need the toggle. Either way, this isn't going to work going forward and we need a fix. The phone is practically unusable behaving this way.
And for the record, yes, we went through all the usual steps resetting phone, booting in safe mode, clearing the cache partition. Things suggested for the IMS issue.
I think there are enough people having this issue to ask: when can we get an update that fixes this?
Exact same problem here as of the latest update on my S9+. I've tried every fix, from wiping caches in safe mode, factory resetting, removing apps, changing default messager app. Phone is unusable. I also went to my carrier and got a brand new sim card, same problem. The phone works fine without a simcard inside it. So it's something related to the phone carrier and the samsung update. No good having a phone without a simcard inside it though. Oh I also can't even send text messages so that's really great.

Same problem here after installing the latest system update released on 5 Sept. Also noticed that the WiFi Calling function somehow disappeared from Settings, although the app can be found in Apps.
PLEASE FIX THIS I can't believe how Samsung let this bug so obvious through under the radar.
Hotfix this samsung!! I JUST BOUGHT THIS PHONE 2WEEKS AGO! And after this update that you released! The phone is literally useless fix it! No excuse for this bs Samsung we paid flagship price for this hotfix it!!

Can anyone from Samsung respond to this issue and let us know when we can expect a fix? I am seriously considering leaving work early to go buy a pixel or iPhone. I am tired of Samsung phones because of stuff like this.
