This is marked as the current solution so that it can be easily seen by everyone. The issue has also already been escalated so we will be updating everyone publicly once we know more. We appreciate everyone sending us messages with your information, this will greatly help the specialists and dev teams.

You must be kidding! The solutions that you gave us is this????:
"I would like to escalate this concern to my product specialist team.
Anyone experiencing this concern, please send me a message directly with the below information here at this link: http://bit.ly/2GH8URL
Model code:
Carrier:
Software version:
Your location (Country the device is being used in currently)
I will be happy to forward this information up."
Do you really expect people to click accept and be happy with it??? In case you don't see it, this only pisses peaple off more!
That is not a solution, a solution would be when you tell us how we can start using our phones again!
I am very disappointed to be honest. It has been too long and samsung won't even help us to revert the update. I understand that creating a new update for the whole world may not be so easy and quick, but there surely is something else that samsung could do.

here's one solution that worked for me, posted already, seemed nobody went through that, here it goes:
- backup messages and clear data from messages app
- clear data from IMS service app
- restart, and you're good to go
I thought it was a problem with ROM during update, but steps above solved my issue.
P.S. I only cleared cache of messages app and not data at first, so had to deal with the issue for 2 days, 13 sept to 15 sept, solved for 3 days now.

Unfortunately, the solution above (clear data and cache from Messenges and IMS service app and restart) did not work for me. I did it twice and still get the welcoming message that IMS service keeps stopping when I turn on my phone=(

Hi @usergvWGIz6Pwl - I tried to follow your instructions, but when I force stop on the IMS Service app I can only clear the cache, not the data. "Clear data" is greyed out and there's plenty of data in there. Is there something I'm doing wrong?

@usergvWGIz6Pwl Unfortunately that solution did not work for me either.
Could you please advise what model phone you have (SM-G960U1, SM-G965U1 etc) because I think there are a couple of different issues, one that can be fixed by that method and one that can't?
Regards, Graham.

@uservYwQJ1M8F4 Could you please check in your "Settings / About phone / Software information" and let us know what the "Baseband version" for the new "September" firmware you now have on your phone is so we can determined whether it is different than the problem one?
Also please advise what model phone (SM-G960U1, SM-G965U1) you have and what country you are in because Samsung release new firmware at different times for different models and countries?
Regards Graham.
