Is it a Unlocked Version or a Carrier version which is unlocked. If it is Carrier version can you specify which one and also what Carrier service do you have currently. Also have you tried to update the S9 using Samsung Smart Switch on PC and see if the update shows up. Make sure to go into Smart Switch's Settings and enable the latest Updates pre download option.
