Software stuck on 8.0.0 (USA AT&T)

My software hasn't updated in nearly a year on my AT&T SM-G965U phone.  I see that many updates have been released.  Here is what I have tried:

* Settings->Software Update (consistently says "no update available")

* Wiping cache partition

* Disabling MobileIron as device administrator

* Starting in Safe Mode

* Settings->Apps, show System Apps, and deleting all data on the two listed "Software Update" apps

* Using Samsung Smart Switch and a USB cable.  SS says "No update available RF4(ATT)"

Re: Use ODIN to upgrade.

I am willing to do that but want to be sure I have the proper software.  I don't feel like risking a hacked phone.  What is the best way to find the latest carrier-supported AT&T firmware?

AT&T is not particularly good at posting their firmware.  The alternative is USC - US Cellular firmware which will be essentially same thing.  This is the latest firmware: G965USQS6CSH3.  Which build is on your phone now?

@userAM8tMJcFEF Are you using active AT&T sim card?
