I've been getting this message on my Samsung 9 for several weeks. I didn't notice it corresponding to an update, etc. Depending on what it appears in front of on the screen, I sometimes have to wait for it to disappear to move forward with whatever I'm doing.

I uninstalled "Device Unlock" and I think that did the trick

Its actually a very simple fix..
Go to settings>Apps>Secure Folder
Once you click on the app click storage> Then click clear data.
Done!!

Clearing data cache didn't do jack, same error. The update to oneUI 2.1 doesn't fix it either. Saw it after update.

Do some research. Nobody has installed a Covid tracker. What both Samsung and Apple have done is provide an API for app development in regards to contact tracing. This is great for 3rd party developers and even governments.
But 5G controlling your brain is real. 🤣

For the past several weeks, I am randomly getting the error: "Can't install app. App not optimized for use with secure folder." Is there a known fix for this?

I keep wondering if it's TikTok related. I have this setting turned off. Anyone else that's getting that notification also have TikTok and this setting?

S9+ on AT&T. "Can't install app. App not optimized for use with secure folder" has been annoyingly constant for the last 3 weeks! I'm ready to toss this phone! Help, Samsung!
