Active 2 ECG Functionality unavailable in Puerto Rico? PR is part of the US.

Hi.  Yesterday I bought the Galaxy Active 2 Watch only for the ECG functionality.  When I try to use the functionality, it specify that I have to install the application on my Galaxy Notes 20 Ultra, but then in my phone appears an error with the message that "application is not available in my region".  Puerto Rico is part of the United States, we use the same currency.  Please advise how to solve this issue.  If the feature is not available I will have to return the device.
