On Modes under Sleep, Why is there no Always On Display setting for the watch like there is for Relax, Theater, etc? There is only a setting for the phone. Resulting in the AOD not turning off during sleep and staying on all night. This has been an issue since the UI upgrade for the Watch6. This is not an issue when I sleep with my Active2 watch.

Go into settings on the watch app and set it to mirror your phone settings and it will

One solution would be to either use Theater mode instead of sleep mode when you go to sleep or create a new mode and call it something like "real sleep mode" and duplicate the parameters from one of the other modes.  There is no reason you cannot use another mode to substitute for sleep mode - it does not do anything to affect the sleep tracking, those goals are set in the health app.  Sleep mode is only there to help you get a good night's sleep by minimizing distractions.  You can even delete the current sleep mode and name your new mode Sleep so as not to be confusing.

Your watch 2 was a completely different operating system.

Thanks for everyone's help. After the UI 7 update, there is now an option for AOD for phone and watch under the sleep mode. I'll find out tonight if it works.
