But even though I can access the watch settings through the Wearable app, which tells me the phone is connected to the watch, the watch never got the memo, because it's stuck on "Check your phone to complete setup."

So it's the operating system that's preventing a proper bluetooth pairing? I mean, the apps are working. The Wearable app truly believes it's connected to the watch. It even allowed me to install watchfaces and Galaxy apps from the Galaxy store onto the watch.
