Hello,
I confirm that I always get "Invalid utf error 8" for any incoming call.
The watch is SM-R800NZSAITV
Tizen 4.0.0.1 R800XXU1BSA4
Connected via Bluetooth with Motorola Moto G6 Plus with Android 9 (security patch 01/02/2019).

I have the same problem, updated to Android 9 and the watch doesn't show caller ID anymore.
And whem I try to login into samsunS account I get the white screen problem that is happening to everyone who doesn't own a samsung phone. This is my first and last Samsung werable
