Galaxy Wearable app can't connect to the Galaxy Store

I have a Galaxy Active 2 connected to a Surface Duo.  I've been unable to connect to the Galaxy Store ever since getting it set up.  I've tried reinstalling the app several times, clearing the cache, and force stopping the app with no success.   The Discover tab just says "tap to refresh."  I can't download new watch faces, and one of the faces won't update the weather (though that might be a separate issue).

Does anyone have ideas as to what's going on?
