Ok I just bought a refurbished galaxy watch how do I know if it's LTE or Bluetooth?

sounds like you have the Bluetooth version. The LTE version of the Galaxy watch requires you to activate a separate data plan and comes with its own SIM card for you to be able to make and receive calls on your watch while you're away from your phone.
