Health monitor not available in location

I have a A51 unlocked dual-sim and a Samsung watch 2. I'm trying to get the health monitor and the ECG function to work. Health manager Consistently States that  its not available in my current location. Any ideas?

If you're unable to get the application to work properly, and all other features of the watch seem to be working correctly. For information purposes, I am in the US and I have a GW3 with working ECG, Blood O2 and third party Blood Pressure.  I do not as yet have the latest Health Monitor app with BP functionality.
