Have you considered an app that can notify based on device events? If you can create an event off of oxygen measurement dropping it would probably correlate strongly with snoring (when it is serious enough to cause oxygen to drop).
This type of alert would probably only help with the low oxygen problem. It probably won't help your sleep partner avoid ALL of the noise.
