Galaxy WatchYou can keep NFC toggled off. You can turn it on any time you need to use it. It will turn on when Samsung wallet is accessed and stay on (on the watch), so if you use the wallet from the watch, you will have turn NFC off after use. It does not matter whether you turn off NFC on the watch or the phone or both. Either one can be turned on or off at will.

Galaxy WatchNFC can be turned on or off at will. You should keep it off until you need it on.

Galaxy WatchIt may not be a security issue, but you are the one that has a problem with it scanning whenever your phone is in proximity to your watch. Turn it off on one device or the other if you don't want it to scan, although I don't understand how your phone gets that close to your watch in the first place. In order for NFC to scan, you must basically be touching devices in the exact spot where the sensor is located on the back of the phone.
