Reset watch due to issues and now I'm unable to set the watch up again

<edit>  This watch has been doing what it wanted from the beginning. It will not allow me to set-up watch after having to reset it.  It's stuck on "Let's go" and doesn't allow me to swipe up on the touch screen of the watch.
