Samsung Galaxy Watch 4 is showing mobile services not activate

I don't know why it keeps saying that, I already contacted Verizon but they couldn't help me there so lost, I already rest my watch the first time I worked but from nowhere it said rest factory needed which I didn't know why couldn't detect my phone I have a Samsung Galaxy Ultra 22S

While online with Verizon did you get a QR code?  Mine took a couple of tries with the rep still on the phone for the Verizon computer to update with my info so that my Watch could be activated.

I have like 4 times and I can usually can fix my own stuff, I never had this problem with the Samsung Galaxy watch 1 the first classic and this is the 4 I had Verizon like 3 or 4 months I was surprised but I might have to go to the store

Well mine it's Bluetooth but I'm pay $15 for the plan on the watch everytime I go to tye mobile plan after its finished it says contact service pervider

This statement confusing.  Are you trying to say that your LTE watch is on Bluetooth cuz you don't have a plan and every time that you try to enter the plan on the watch it tells you to go to the carrier? 

I think that you said your carrier was Verizon and Verizon requires that you deal with a customer  rep to activate your watch.
