Samsung Health Monitor requires Mobile to use for the first time. I do not have a mobile provider with my phone or my watch. I purchased a Galaxy watch 7, it told me i needed an android phone so I purchased an android phone and then it told me to use the ECG I needed the Samsung health app which can only be used with a galaxy phones so I bought a Galaxy phone, now it is telling me I need a mobile network to run the Samsung Health App for location purposes (first time only) and this was NOT in the technical specifications of the watch or the app. Now I cannot open the app because it states I need to be connected to a mobile network and then the app closes.

i'm curious, why do you not have cellular service on the phone?

I have a flip phone I use. I just like the watch to keep track of my health or for emergencies while hiking

If you have a friend or relative from whom you can borrow a SIM just to pop into your phone for the setup, that would probably solve your issue.  But, what would be the point of keeping track of your health and you have an emergency while hiking, if you cannot summon help?  Also, I don't know if you are aware, but the ECG monitor in the Samsung Health Monitor app is only for taking an individual ECG and ONLY checks for Afib, so it's really useless if you don't have a documented case of Afib.  The heart rate monitor built into the watch and the Samsung Health app, would work for continuous HR monitoring and you could have used any Android phone for it, but since you already have the Galaxy phone, no need to dump it.

I misspoke, my watch has cell service. The galaxy does not. And my doctor recommended it for this reason so... thanks for the information? Not really sure why you need my medical history for me to be eligible to use something. I just want the app to work and jumped through all documented hoops. Not really sure why there are so many rules around using a watch. HAS to be a phone to activate, not a tablet, MUST be a galaxy to use the fitness tracker, MUST have a mobile network ON THE PHONE to initialize the ECG. I guess I will see if Verizon will take the watch back and cut my losses.

I don't need your medical history. I was merely informing you of what the health monitor measures, and that you needn't have jumped through all those hoops if you only need to monitor your heart rate, as heart rate monitoring will work just fine through the health app. Many people think the ECG will catch a heart attack when it does not. You do not need a galaxy phone to use the fitness tracker, as I said. The fitness tracking will work on any Android. You only need the Galaxy phone if you want the health monitor/ECG function, as it is proprietary to Samsung.  The best way to set it up, if you *do* need the health monitor app would be to borrow a SIM from someone just for the initial setup.  If you decide you do not need the ECG after all, then you don't need a SIM at all.  

I am surprised that Verizon sold you the watch as a standalone device with no paired number on the phone.  Watches, even LTE watches, are not meant to be wholly standalone devices and many carriers won't activate a number for the watch without first activating a phone.

That is the is the intended purpose of me owning it. Either way, thank you for replying but both of your answers seem to just be picking on how I use my device. Whether the use case is for my medical condition or not,  your dismissal me asking the device to work as advertised is, frankly, rude. This is a help forum and I am using it as such.

I don't understand how you got rudeness out of me trying to explain exactly what the health app and the health monitor do. I happen to know for a fact that many people misunderstand the functions of the two apps and/or exactly what the health monitor does and why you need to have a Samsung phone to use it.  I was in no way dismissive of whyever you need to use either function.  But, perhaps you would be better off with different devices.
