Wondering why my watch isnt receiving notifications if ny Bluetooth on my phone is off. Watch has a data plan. Ive checked the notification settings, Ive reached out yo my carrier, we removed plan and readded and Im still not able to get text/call notifications without bluetooth connection.

Do you have the Bluetooth version of the Galaxy Watch 4 or the LTE version?
If you have the Bluetooth version only of the Galaxy Watch 4, you can only recieve notifications when the phone is on because of it being paired to your phone via Bluetooth. Which it sounds like you may have.
However, if you have the LTE version of the Watch 4, you can make and recieve calls and texts from the Watch only if it is connected to your carrier network.
