Unable to send texts/make calls in standalone mode on Galaxy watch 4 when not paired with a phone?

I have a Watch 4 with a data plan I'm trying to give to my child, how do I set it up to be able to send texts or make calls in stand alone mode? I set it up in stand alone but then you can't add contacts to be able to call or texts. If I sync it to my phone, along with my second watch, it won't send texts when it's disconnected.

When phone is connected to the watch via Bluetooth, it will use phone's number. If you turn off Bluetooth in the watch, it will force it to use carrier network. Maybe you would have to turn off Wi-Fi on the watch as well. Try to play with different methods.
When you first setup the watch, doesn't it sync contacts from the phone it was setup with? The watch should retain contacts

The network signal may be too weak to reach the smaller antenna of the watch.

You cannot use the watch nbr independently of your main nbr. It is linked to your main nbr. If you want to use the wath as a standalone communication drvice, you have to get your carrier to sever the link.

The Galaxy Fit, Fit2, Galaxy Watch4 series, and Galaxy Watch5 series cannot be used without a phone.
