I'm trying to setup a new Galaxy Watch 4 Classic on my wife's new Flip 4. The phone finds the watch fine, goes through the agreements, Google sign in, and then gets stuck on 4 spinning dots indefinitely. Watch continues to say "Check your phone to complete setup". Bluetooth shows watch is paired.

I'm seriously frustrated at this point.

So the problem ended up not being the watch or the app per se. After the setup screen saying "Retrieving your google account info", where it asks you to press continue to sign in to your Google account, there is a skip button in the bottom left corner. Push skip instead of continue. Problem solved. Watch still has my google account for play store, etc.

Are there any updates for apps? Check play store and Galaxy store.

All apps are updated. Even deleted the wearable app and installed the previous version, updated that version and retried. Factory reset the watch repeatedly. Attempted both on and off of Wi-Fi.

Have you deleted Watch Plugin as well? When you reinstalled Wearable app, did you get it on Play Store or Galaxy store?

Yes, it uninstalled with the wearable app. I tried Galaxy Store first, then Play Store when that failed.

Interesting as I have set up Watch 4(not classic) on Fold 4 a few days ago and there were no issues. Assuming fold and flip are from the same family of phones.

I'm having that problem too... If this doesn't get fixed, I'm going to refund the watch and get a different Smart watch that isn't Samsung
