In the Wearable App on my phone, in the watch face section, why do some of the watch faces have an x on the top right of the watch face and what would happen if I tapped the x? Would it permently delete the watch face? I know that an orange dot indicates an update.

Yes, X is uninstall. Those are the faces that were added or installed. The ones without the X came with the watch.

the "x" would be on watch faces you had already downloaded but no longer want taking up space on your watch.  If you tap the "x", you will be asked if you want to uninstall the watch face or cancel.  Uninstalling will take the file off your watch, but you can re-download it at any time if you decide you want it back.  If you cancel, the watch will remain ready to switch.  The "x" only appears on watch faces that were not "stock" and were downloaded, that's why you don't see it on all of them.  The stock faces can't be uninstalled, but they are available to switch to if you decide to choose another watch face.  So, no, not permanently deleted never to be seen again.
