Why there isn't possibility to set daily target in burned calories in the health app?

I'm not much interested in steps or time but in burned calories. 

Or I don't know something. Haven't found the way to set it.

I mean besides food management.

Actualy I it's possible to set calories target from the watch health app.

Samsung Health app->Tap to the heart icon->Settings->Set targets->Activity.

But still can't set it from the health app on the snartphone. Inconsistent.
