Bixby has a much better look to it when activated on the cover screen. Although, it could also be made better with a tappable interface. However, Google Assistant does not look as good. In fact, all Google is given is a solid image and a message that essentially says "Flip open for it to work better". At least give it an animation on the back. Also, make a tappable interface for Google Assistant. And yes, I get thar Samsung and Google are at corporate warfare, especially thanks to the Google Pixel. However, Samsung could easily crush companies like Apple and especially smaller phone companies if they just worked together with Google on things.
Samsung literally has nothing to do with the Google assistants functionality or appearance. Google and Samsung have been working more tightly together than they have at any point since the Gnexus days. Consider the current results, and draw from that whatever conclusion you like.
