It's not that New York State has more rights than Samsung. If I understand the question you meant. Is why does New York State have any Legal Standing in your rights as a New Yorker with your relationship as a consumer with Samsung? The answer is: New York is acting as a "middle man" mediator to "SUPPOSEDLY" work for consumers best interests when dealing with Samsung. This is "SUPPOSED" to protect your rights! (I'm being sarcastic) New York State is one of the most anti-business states.

Most of the time it costs the business more money to do business in the state. In turn raises prices for consumers to purchase goods and services from a business. Samsung does Billions and Billions of dollars worth of Sales, Services and other Related Revenue Streams.

It's really unnecessary because there are other venues that protect the consumer. It's redundant!

New York law applies to Legal Residents of New York State. It is part of the Consumer Protections that apply to New York State Residents. If you are NOT a legal resident of the State of New York. Then it doesn't necessarily apply to you.

@userXrl4HqFdLB Hi did you find my solution to be satisfactory in answering your question? In regards to your being in California. New York law would most likely Not apply to you since you are a resident of California. Please accept my answer as an "Acceptable Solution"
