Importing Cards to Samsung Pay

I recently got a new S21 (Replacing my old S8 Active). Moving everything over was fairly simple but I've run into trouble getting my cards imported into my Gear 3 Frontier. I've gotten my AMEX into Samsung Pay on the phone,  but every time I try to import it to the watch I get "Failed to connect to card issuers server. Please try again." I've tried dozens of times. 

Is there a fix or workaround?
