On the Gear S3 (it's what I have) go to settings and connections. Go to Bluetooth and turn it off. Wait 10 to 20 seconds and turn it back on This should resolve your issue with the current driver and firmware and or software and send a rebatch command. Remember - you were supposed to be able to make 5 or so transactions without the phone. For some reason it's not sending a batch command. Do that and it sends the rebatch. It's worked everytime for me.
I have expereinced the same thing with my AMEX cards. Tonight I deleted the cards and registered them on my Gear S2. Viola, the message no longer appears. I'll test the cards tomorrow. But, you may want to try the delete and re-register approach.
