Should the Red Light be on When the TV is Off?

We have a 65" NU6900.   There is a tiny red light on the bottom middle of the TV frame.

Should that light be on when the TV is off?

It should be on while the television is powered off.

One more question please: When I first turn on the TV each day that red light stays on and nothing happens.   When I try a second time the TV then goes on (and the red light goes off).

I've tried this with 3 remotes (2 Samsungs, and one from the cable company).

I've tried Resetting to Factory Deafults to no effect.

I'm concerned that after Warranty things might get worse.

Any advice?
