Yes including clearing the cache and data twice and I just got the phone today and I've got the latest update as of May 5th 2018 because I did all the factory updates and it hasn't given me any updates since then I tried

I have tried all the steps that are listed restarted my phone cleared cache and data on both Bixby voice and Bigsby home

same issue with a samsung s9 cleared all caches...all updated

got to the sentences...background too noisy

room noise level is below 50db
