My Xbox app is constantly glitching so I need to clear the cache on the tv but my Device Care is greyed out (function not available). How do i make it available or is there an alternative way to clear the cache. I've seen some suggestions of going to 'apps', but i don't seem to have that option.

Welcome to the community. I've never thought to use the Xbox app on my tv. I'll have to try that. So lets get you running as soon as possible.
I would follow the advice of MrGhoul & useryCA5A0jZKp.
Also, Many times, if a setting is grayed out, it is because a streaming app is running in the background, such as Hulu or Netflix. Close out the app and the setting should become available.
If none of these options help, I recommend letting a service technician have a look. As we would like to gather additional information, and look at this from a case by case basis, please provide the full model code and serial number of the device as well as your best contact phone number, name, and email.

LED and OLED TVsUnplug the TV for a couple of minutes, this will clear the TV cache.
