TV model is UN58RU7100FXZA. Upon TV startup my smart hub appears then disappears, when I select Input it flashes quickly without any apps. in live tv mode I have done the soft boot, hard boot, ran smart hub reset/diagnosis, doing the reset it will sit at 0% for few minutes then tv reboots and nothing is reset, retains all settings.  I have even tried to do a factory reset from the hidden service menu, it reboots and still have all my setting, nothing changed, I have made sure to check software updates, I have all devices unattached from tv, any help?

Hi, Members_sqxpwRH, Thank you for letting us know that it's plugged in the wall and that wi-fi vs hotspot makes no difference.

At this point, we would recommend two options.

1) Reaching out to our Contact Center at 1-800-Samsung (1-800-726-7864) so the phone rep can remote into your TV.  They'll need your model and serial number, and they can walk you through how to get to the Remote Management section of the settings.

2) Proceed with service.  To set up service, the 1800 Samsung reps can help or you can go online to Samsung.com at https://www.samsung.com/us/support/service/

We can also help with service, please feel free to send us a Private Message with the serial number, your first and last name, your best contact phone number, a good email address, and the address where the TV is at.

Hello @Members_sqxpwRH, and thank you for reaching out to the Community. I can understand how this issue with Smart Hub can be inconvenient and frustrating. I see that you have done the majority of the troubleshooting steps. However, I would check  your network connection; a weak network connection can cause the Smart Hub to not load.

Good internet connection. Has always worked.well. This issue just started. Why doesn't the service reset work and clear data/settings like it should?

That's very odd that it's not recognizing the factory reset nor the smart hub reset.  Out of curiosity, is the TV plugged directly into the wall outlet or is it plugged into a surge protector? Have you attempted plugging the TV elsewhere to see if it would work properly there?
