Drive is full, then erased, but still shows full

I have a Samsung external portable HD (250GB capacity), model MU-P8250B, and was using it as a partial back-up for my Mac laptop. Time Machine finally said the drive was full, so I deleted my old backups. However, I am still getting a TMachine message saying the drive is full. How do I wipe this drive and reuse it as a backup?

Hi userrDtPxH2AXL,

After deleting everything off the Portable SSD, did you empty the Trash Bin? Doing so activates Garbage Collection on the SSD, afterwhich, the drive should show as empty.
