I'm currently running an ASUS Prime Z390-A motherboard with 32gb ram, and now a NVMe 980 Pro M.2 drive.  I'm seeing speeds like 3500 Read/Write.  I realize this is from having a PCIe 3.1 controller... and am trying to find an upgrade motherboard that I can swap all my gear to.

Is there a nice motherboard out there that supports Intel LGA 1151, as well as PCIe 4.0 Gen4 technology?

I can't seem to find one.

Not going to happen.  You'll need an LGA  1200 running an 11th Gen Intel, 400 series chipset to get PCIe 4.

Or, switch to high end Ryzen.

Enjoy your PCIe 3 as I do.  I use 8 1&2 TB nvme ssd in my PCIe 3 gamer including a 980 Pro (The price was right).
