I'm having the exact same problem as you, cant pull down the notification/settings menu. I can do it with the S-Pen, which I only just now realized/thought to try after reading this thread. But my Note8 seems to freeze up a lot actually, with functions in various apps or parts of the OS being completely unresponsive a lot of the time. So I, like you, am hoping that a future firmware update will fix these issues. But needless to say, I'm quite disappointed. Almost makes me wish I'd kept my S5 Active, which I traded in for this thing believing it would be a superior device. Seems like Samsung has abandoned quality concerns and focused on simply getting new products on to the market as fast as possible. Unless an update fixes it, I probaby wont be buying another samsung phone.

@maximvshill I understand completely. Were you able to get into your device and try some of the steps suggested like the update for the Customization Service? Has that worked?

EUREKA! I a program developer, this problem we've all experienced (i.e., having to tap more than once on a letter or icon to have the touch screen accept the input) has to be related to how much processor cycles are dedicated to "scanning" the screen. So after nearing my 14 days, being ready to return what otherwise is a GREAT phone, I thought "could power saving feature be slowing the CPU?" ......EUREKA..SOLUTION: customize your Power Saving by finding "Speed limiter" and set it "Off"..... hey you morons at Samsung: you realize how many people are returning this phone because of this stupid stuff????????????? called support at Verizon and they are clueless. thank god I'm a nerd - otherwise the effing phone is great - and a keeper.

Yes I am having issues too. Had to exchange my phone at Best Buy three days after getting it. 15 days later my second phone is not working right and freezing and screen not working in portions. After a trip to Best Buy to see the Samsung specialist he had no fix and stated I would need to drive two hours away to another store who was more experienced. I then spent 45 minutes on the phone with Samsung with no help. I finally called Verizon and ordered a replacement phone through them. Meaning this will be my third phone in three weeks. Not acceptable to me. I have not been able to use my phone for three days and now consider it a BIG WASTE OF MONEY

@maximvshill Could you go into Galaxy Apps, Select the Menu> My Apps> Updates> and then select the Update icon next to the Customization Service app? Please let me know if this helps with the device's responsiveness.
@userpq3CWDJ4gf I'm glad to hear that work and thank you so much for sharing your method with the Community. I'm sure it will help others.
@usernOieB7IbxQ Have you been able to try out any of the suggestions in the thread? Is it still be unresponsive?

I'm having the same problem as you, cant pull down the notification/settings menu. I can do it with the S-Pen or with fingerprint sensor gesture... Yes fingers and screan are clean... Yes i removed the protective case, Yes there is no tempered glass installed, Yes i reboot in safe mode, Yes device and apps are all updated, Yes i tried almost everything written in forums etc.... NOTHING!!!!! Devise is 2 days old!!!! Unbelievable!!!
Also from time to time the device freezes and this can be corected by locking/umlocking the device...
This is a great failure.... I never had any such issues with Huawei or Xiaomi devices... never... and now i choose a very expensive device top of the line from Sammy and this is what i get??? Unbelievable!!!

thanks for showing the steps you have done. Who is your carrier and is you sytem on latest updates as well as app updates. The latest update a little while back allows you to pull down the notifications on the home screen from anywhere on the screen, not just from the top. So am I getting this right. You can't swipe down anywhere on the home screen to show notifications? Thanks.
