Notes transparency settings gone?

If go to my chrome browser on phone private message is there but not on the app.

I am also still having this issue. Simply holding down on the widget doesn't give any settings other than app info, resizing, padding, etc. I am on a Note 8 with Android Pie. There doesn't seem to be a way to generate any kind of widget settings. I have attached a screenshot of the options available when holding down the widget. 

No widget settings available.
