I will try this as soon as I can... However, just FYI... the installer doesn't launch. After the UAC comes up and you click yes, the pointer looks like its busy launching something for a few seconds and then nothing happens. :-(
I have defender on, no issue with it. Try the Smart Switch and then the links. Also when you start samsung drivers and UAC come up, see if it has some settings in that window. Also try right-click on that samsung driver install and do run as admin
Guys, I had the same issue, but if you read carefully on the screen with the exclamation mark, it says that you need to also install the samsung switch program from samsung as well so that DeX can work properly. Once I installed samsung switch on my laptop it started working no problem, same goes for mac users, you need to install the same samsung switch from Samsung onto your macbooks.
I don't have a Note 10, I have an S10e but maybe my experience can help someone.
I managed to make "Dex on Windows" to work on my S10e following these steps:
1. disabled USB debugging / Developer options
2. restart the phone
3. connect USB cable
4. a popup asks to allow PC to access phone data, don't allow
In the end I think that "Dex on Windows" could work on devices supporting Dex but it's probably bugged or not fully implemented.

I've tried all the recommended procedures, even the last one described by Ian.
I have a Surface Pro 4 with McAfee and the latest Win10 version. Installing the basic Samsung Mobile Phone USB drivers (tried v1.5 and v1.7) always ends with a long pause, after I get through the initialization menus. This happens if I launch the .EXE in Admin or nomal mode. It happens if I disable McAfee, and Windows Defender.
It always reports a failure after timing out during the install - about 5 minutes long. If I try to use DEX or SmartSwitch to do the install, the same thing happens, except I can't see the "failure" - so they both report success even though the driver install was frozen or stalled for about 5 minutes.
It would be nice is the Windows update had everything I needed, but the drivers it installs don't work with Dex and don't support a fast connection to the phone - any file access is very slow even though I should have USB 3.0 speeds.
Any ideas here? Is there an alternate way to install without using the .exe files - maybe with a .inf or .dll?
Samsung tech support has thrown up their hands and said they don't understand why the driver hangs up like this before timing out. (The whole DEX install went fine on my wife's ASUS, and DEX works great on my HDMI TV connection.)
The solution is to do a fresh install of windows. Some settings, configurations, old drivers or something like that seems to be conflicting with Dex. A installation of windows solves the problem :-)
Your solution to Dex not working right is to reinstall Windows? My solution is to not use Dex. I have dozens of programs on my computer. Maybe over a hundred, not to mention terabytes of data. To reinstall all that because Samsung can't make a program right is silly. The phone still shows up in Windows without Dex.
