Are you referring to the Galaxy Note 10/10+ One UI 2.0 beta? It isn't available yet so I am unsure how you'd have that problem already.

If perhaps you are talking about the Galaxy S10/10+ One UI 2.0 beta, there is a thread for it in the Galaxy S10 section. In the thread, troubleshooting steps are listed to resolve that issue. If you flash the unlocked XAA firmware, you should be able to participate. I have flashed carrier phones in the past to the unlocked firmware and was able to register for the beta after doing that.(verizon s9+ to unlocked and verizon note 9 to unlocked)
