Hope you are doing well.
I’m sorry to hear your about your Note 10+ not connecting to PC.
When your Note 10+ plug into the USB port on the PC, does it give you a “unrecognize device?” if so, you have to go to setting and change your usb option to MTTP file transfer. Sometimes the usb option is set as “charge only.” With the charge only option your device wont be recognize by the PC.
To get to the USB option
Drag the status bar down and tap on the “USB Connected” and change the option to MTTP File Transfer
Hope I was able to help and have a good day.

There are a variety of options worth trying to try and troubleshoot this issue.
First its always important to know that your USB cable is working properly and make sure that it is a actual Samsung cable, try testing it on a few devices prior to using it with the Pc sometimes its just the cable going out or not properly working.
Second, another simple but easily skipped and overlooked possibility is to update your android operating system and your google play store. You always want your Android system up to date when syncing it with other Pcs. Sometimes by the software not being up to date can cause this issue.
Another possible issue is that your USB / C cable is not fully connected or is being partially blocked by some debris in the ports. Always carefully check the charging port for possible dirt, lint and other types of debris this is often an issue that pops up for users.
I'd also try refreshing the connection between your PC and Phone by going into the Navigation bar, Tap on "USB for transfer", Tap on Charge phone only, Then Tap on Transferring files to refresh the connection between your USB and computer. When moving files between phone and computer always make sure that the Transfering files options is slected always enable auto update to try and avoid this as a possible issue.
If that dosent work I'd try Booting the Phone up into Safe Mode sometimes currupt apps files or chaches can prevent you from connecting with a Pc properly.
1. press and hold power button until power is off
2. Hold power button until safe mode prompt appears
3. Tap safe mode to confirm
4. Phone will reboot into safe mode
5. Safe mode will appear in lower left home screen
6. Connect USB and try syncing with your computer
If the issue presist and youve tried all of these methods to try and get a soild connection between your Pc and device but still have not data running between the two devices. Use Smart Swith this is an offical Samsung app that can work for any device and computer. This is a great option for anyone facing this issue of even for someone who needs to transfer files but dose not have the correct cables on hand. Its easy to set up and has a simple tutorial to follow and understand.
