I do not think you will get it unless your phone is unlocked. Samsung said that they are just doing the here for the unlocked and international variants.

I have unlocked Note10+ and I don't see sign up option either for beta. I am trying to see since yesterday but no luck. So looks like they just got very few rollouts of beta to test.
