Add the ability for Bixby Text Call On Wi-Fi Calling

Please add ability to use Bixby Text Call on Wifi Calling. Currently if you are using WiFi Calling the option to take an incoming call with Bixby Text Call is not available. This is a MAJOR issue that renders this feature completely unusable by those who have to use Wifi Calling when in areas with poor cell signal. This is a request to update this feature.
