Calls listed as an exception not allowed when DND is on and an app is open

I had to get my phone replaced with the same model, but the new phone doesn't allow calls to show up if it's on do not disturb and an app is open even if the caller is allowed.

Also have a phone call timer by my clock if on the phone and have a different screen pulled up?

You can allow specific callers to reach you, even in Do Not Disturb.

Do not distrurb
Calls and messages
Calls
There are several choices you can make there

Yes, I know that but it didn't allow it to show up.
