Most likely because there is no service or reliable connection. If using Wi-Fi calling, disable it, put phone in airplane mode then take it off airplane. Ensure your mobile network settings indicate phone is registered with the provider. If call doesn't work, make sure SIM is program correctly by putting it in another phone and try making the same call.
