usually if Google detects you're on unofficial software or on a version that is not recognized by Google it will make it so you can't make purchases or use certain apps from Google play. there is a way to register your phone/software some how. I found it after searching for quite sometime when I had altered software on my moto. however after registering it nothing changed... until I reverted to stock. basically its more than likely the "unofficial offcial" (beta) software you're running
