It's always like this, unfortunately. AT&T and Verizon are excluded, but like @SJohnson said, it's those carriers that decide not to participate in the beta. They like to control how OS updates are rolled out too much. I have AT&T and I'm also waiting for the official release from AT&T when they're ready.

that's so dumb carriers shouldn't be given that power should be left up to samsung come on now that's not consumer friendly

what if you have an unlocked device but your using it on att? will that be included or excluded?

Included if it's a unlocked device that has been bought from samsung.

Edit: You can also install the unlocked firmware to be on the beta

Yeah, unlocked, T-Mobile and Sprint. Not released in US yet.
