Turn Off Read Receipts

I have everything turned off but I'm still getting notifications to confirm or cancel read receipts. How do I stop this?

turn them on (make sure it sticks) reboot your phone and then try to turn them off.

or just turn them on and ignore it, they don't really hurt anything.
