You have to call your provider that you have and ask them to unlock your device they will give you a code to enter but your device has to be fully paid for before they will unlock it
As previously mentioned... Additionally it may depend on the mobile carrier. For example if your device is eligible to be unlocked and is T-Mobile branded then it has the unlock network option built in. Somewhere in settings then connections...
