Note20so I am now updated to Android 11 and noticed the optimized power save is gone and auto option is gone.
does this mean I have to manually turn it on from now on?

yes and no.. settings, device care, more options, automation for your scheduled things. same screen, battery, there are the rest. there is no more screen with 4 selection for you to choose what it does, it's now a power saving quick settings

you can also set up a bixby routine to auto set power saving at a certain percentage

I'm not used to routines lol. don't need it for many things. I liked when battery saver came on depending to my batter usage but sense the update on Xmas my usage has reset
