camera 11.0.00.93 motion video not being captured consistently

Basically, the motion video is now being captured consistently. Very much a roll of the dice since the oneUI 3. update. Tho, I'm not sure if it's a camera issue or a gallery issue (12.0.00.45).. 

Either way it's very bad because the camera shutter is so slow ..the motion photo saves a love of photos..

I don't think so. this is the post one Ui 3.0 update

Have you tried resetting the camer settings?  Camera -> settings -> Reset settings

Have you tried clearing the camera app cache? 

Have you tried wiping the device cache partition?

yes I have. I've done a full cache delete for the app and the partition
