A reset would certainly help. Those adds are almost always found to be connected to some app. When you do a reset be sure to add back any apps slowly so you know which one causes it to start happening again.
I got my Note 8 2 daysa ago and annoying ads come up on the lockscreen. This didn't happen on the S7 Edge I had. Is this something Samsung, Google, or another app put on? Any ideas on how to get rid of them?
Goto the Google Play Store on your device
Search for Application named " Adhell "
If it shows up download it
install ... ect

Same thing happened to me before
I had downloaded some new, no review having, application from Samsung's App Store
Removed recently Installed Apps from Samsung's App store 1 by 1 testing for problem after each one by device restart
It ended up some being some Photo App using App Permissions I didn't exclusively grant it.

3rd party App Stores R A No No
Treat the Samsung App Store as a 3rd Party App Store
Check Google Play Store 1st
Samsung App store only if not on Play Store like the " Amazon Video App " ( Google Direct Competitor )
TLDR : Get " AdHell " App on Google Play
Also Google may have removed it from play store as it blocks most of the " Google Overwatch "
