I know how to change the lock and home screen to one of my pictures and they use to be constant.  A few days ago they changed to something else.  I put mine back and the next day it changed again.  I can't seem to figure out why I can't get my pictures to stick again.

The phone is rejecting your pictures.
Try using photoshop on them and see if they stick.

I don't have photoshop and don't know how to do that if I did have it. :-(  Why would it reject my pictures that I have taken with my phone and have used 2 of them as my lock screen and home screen for a 2 + years?  What would I have done in settings that would have made the change?
