Can I use a Galaxy for Internet without a SIM card?

I bought a Galaxy A51 to use the device as a camera and for Internet via wi-fi. I already have a flip phone that I'm happy with and don't wish to use my Samsung device as a mobile phone. However, the setup screen says "Insert SIM card to use setup wizard." Is there a way to get past this screen and use my device without a phone plan?

You should be able to use Wi-Fi only connection. I have not had similar problems setting up Android devices, including my latest which I got unlocked, used for about a week before putting a SIM card in. If you can't skip SIM card option, insert one then take it out after initial setup.
